The Consilium Local Plan housing dataset assembles data from all Local Planning Authorities (LPAs) in England and Wales, with additional data on completions sourced directly from central government. Consilium is the product name Edge Analytics’ Local Plan Database. The dataset collates Local Plan housing evidence: local plan status; local authority needs; brownfield land register; housing land availability; housing requirements and target; five-year land supply; housing trajectories; DLUHC completions; council completions; and geocoded site data. It supports the analysis of local and regional differences in housing demand, completions, supply and future delivery in England and Wales.

Consilium comprises five data extracts at macro-level or micro-level. The Local Plan (LP) status data extract and macro level data extract are the macro level (LPA-level) data. Five-year housing supply site data, trajectory site data and brownfield site data are micro level data, recording individual sites within LPAs.

Content

Five data files area available, along with a data dictionary document.

1. LP status data extract: This dataset includes details about the Adopted and/or Emerging Local Plans in each LPA, including information on the status of the plan, the 5-Year Supply position and the latest Housing Delivery Test (HDT) results.

2. Macro-level data extract: This data includes the latest Local Plan data by authority, including a detailed breakdown of housing delivery aspects (i.e. housing completions, housing need, 5-year housing supply, housing requirements, and projected future delivery) from 2001/02 to 2042/43.

3. Five-year housing supply site data: These data record the details of site information in each LPA’s five-year housing supply. They include site address, planning status, the location (Eastings/Northings) of site centre, Census Output Areas, wards, development status, total capacity, site area, and annual site phasing between 2016/17 and 2028/29.

4. Trajectory site data: This dataset records details of site information in each LPA’s housing trajectory, including annual site phasing extended to 2039/40 and attributes similar to the five-year housing supply data file.

5. Brownfield site data: These data comprise the current Brownfield Land Register published by the local planning authorities. All local planning authorities in England are required to prepare, maintain and publish registers of previously developed (brownfield) land. Quality, Representation and Bias

The five tables in the Consilium data collection cover England and Wales. LP status table and macro-level table records are available for all 346 LPAs in England and Wales. The housing trajectory table covers 251 LPAs. Five year housing supply site data reports are for only 156 LPAs. Brownfield site data are available for 317 LPAs in England.
